free partitioning tools
are there any free partitioning tools out there for windows

Windows boot disk, just run fdisk.exe
You can create a boot disk in Windows or get one here: http://www.bootdisk.com/
This will allow you to create or erase partitions but all data will be lost.
Or are you looking for a tool that will change partitions while preserving your data?

The Knoppix (and other Linux) live CD has partitioning tools on it that work for just about any PC based OS.
