Can't create new folder in Me

Question
Can't create new folder in Me

I noticed this a while ago but didn't pay much attention to it till tonight. What would be preventing me from doing this? I can not right click on the background and get "new" nor is it listed in the "file" drop-down menu. Also, if I'm saving a download and I want to create a new folder to save it to, the "create new folder" button does nothing. Thanks for the help.

The value was not present so I added it as recommended by the article but it didn't fix the problem. Thanks for the help though.

If you are not comfortable editing the registry, go to the site below,
download and run the"Restore New command" patch.
