I'm sure you can, just not sure how
Its easy in VB, so I'm sure you can do it in CHelicopters don't fly; they vibrate so much and make so much noise that the earth rejects them.

Well... excel files are basically a crapload of hex and some other random encoded data... so parsing it in and figurign out what is contained in the file would be about impossible (without some sort of a library).
What exactly are you trying to do with it? Just read data from it?

You can save excel files to a tab-delimited text format... but im not sure if thats what you're looking for, since it still involves excel resaving it.
Newer versions of excel can also save to a "XML spreadsheet", which is plain-text but formatted with tags... so you'd have to come up with an algorithm to process the XML to whatever data structure you are using with C
