In a production enviroment where event logs etc are scrutinized I can see why this would be valuable, but when running it elsewhere it becomes annoying. I had this problem myself.
Have you made a group policy for your domain to use? If i remember right I had to make one to be able to edit any of the options. Could be completely wrong here
Ok, i was able to access it through Domain users and computers and editing the Default Domain Controllers Policy and then following the rest of the steps.
