Microsoft.Net Framwork cannot access .dll file

I get getting message that "Microsoft .Net\Framework\v 2.0 cannot access necessary .ddl file MSVCR 80.dll. DO I need to completley unitstall this program and reinstall, and if so , Where can I got t d/l it again. I tried to repair it with add/removes programs,with no luck. I think is has to be comepletely removed then a fresh install re installed. Have a hard time findint the correct download to install so that is will run correctlyl All it says is several parts of the Net Framwork file cannot access necesay mscvc 80.dll file.. Im wondering it this is affecting program start u issues... takes computer foreever to boot up. I have Avast, A-squared, and Sygage personal fire will start up each time I boot up. Takes forever. Please advise. I can completly remover Net framework 2.0, but then have to reinstall it? I also have Net framework 1.1 installed as well, I think the 2.0 Version is just and update tothe origina. but never the less, if its gonna be on my computer, I want it running correctly and I thought a fresh install after complete removal would fix this.. Remove both .net framework programs and re-boot the pc. Shut it down and then start it up again to see if the slowdown is resolved. Download and re-install the latest .net framework. If you still have problems with missing .dll files you can usually run a search on google and find a place to download them.
