something blocking ALL popup windows

ok, i just started a job and im working on an Intranet project. I found that the PC that im using blocks ALL windows that popup, that includes windows from email, java scripts, even ones that i make open in a 'New Window'. They come up blank, once I press stop and refresh they work. its really ANNOYING since most of my work is in a java based interface that come up in new windows.

I cant use Firefox due to the fact that the system is designed to be edited in IE. I installed IE7 and the popup problem is gone but now the system doesnt work in it. I get a little "error on page" notice in the lower left corner and I cant open anything.

What could be the problem in IE6 that makes these windows all blank? When I use Gmail it says "Grrrrr... A popup blocker is preventing gmail from opening this link" but the popup blocker in IE is turned OFF. The company says that they have no other software blocking anything.

HELP!

it was a fresh install... firefox and IE7 work fine. The techs told me that the firewalls arent blocking anything. SP2 and IE6 were reinstalled with no effect.

are you installing from an ms supplied cd or are they custom built cds that install patches and software for you (unattended installs) or imaged from some master? Unless they're straight from ms cds then you never know what goodies are on the cd. Also could be memory or hard drive issue that corrupted parts of ie (sometimes ya can't repair ie without a complete format...damn ms and their inability to reinstall ie)
