Sometimes, but probably not in this case. Ok, you win here's what really happened.
Turns out a few hours before I install frameworks my dumbazz bro installed zonealarm and it crashed halfway into the install. Only after I pressed him on this matter did he let me know what he did. When the computer restarted it loaded vsmon.exe and not zonealarm. For some odd reason it locked everything but IE down. After removing ZA everything seems to work now.
