Doing a clean Vista Install with the upgrade version

In the past, I've always purchased the windows upgrade and did a fresh clean install from scratch. When the upgrade disk would ask for verification of a qualifying previous version of Windows, I would put in my previous version in the drive and the install would continue. I've been told that you can't do that with a Vista upgrade. You have to have the full version. Is that true? Is there a work-around? Why would Microsoft do this?

ALL upgrade cd's are intended to be used to upgrade and existing installation

MS fixed Vista in an attempt to fight piracy.....

But, if you'll search here you'll find several threads that show you how to do what you're wantng to do....
