When you click the Browse for more pictures link in the User Accounts applet, nothing may happen, or the following error message may appear:
The page cannot be displayed
The page you are looking for is currently unavailable. The Web site might be experiencing technical difficulties, or you may need to adjust your browser settings.
As a result, you're unable to change the default picture associated with the user account.
Resolution
Click Start, Run and type:
regsvr32 nusrmgr.cpl
Press Enter, and you should see the following message:
DllRegisterServer in nusrmgr.cpl succeeded.
Re-open User Accounts applet and try changing the picture now.
