My first Win 7 problem.....can't change my profile logon picture

I ran into my first problem. I'm using Win 7 Pro 64bit.
Start-->Control Panel-->User Accounts-->Change picture. I can't browse for more pictures. Clicking on the link does nothing. I had to manually copy my desired picture to the location of the other pictures in order to use it. This is on a fresh install of Win 7, no viruses or spyware. I'll upload a PSR if anyone wants.
Any ideas?

Resolution

Click Start, Run and type:

regsvr32 nusrmgr.cpl

Press Enter, and you should see the following message:

DllRegisterServer in nusrmgr.cpl succeeded.

Re-open User Accounts applet and try changing the picture now.

Can't change account picture - clicking on pictures in "change account picture" does nothing.

I'll dig it off the dvd or grab my XP one and start tweaking. Not a big issue since I worked around it, but still slightly irritating.
