Windows 7 64 bit OEM
My dad has a hand built pc running windows Vista and I wanted to upgrade him off it to windows 7 x64 bit.
Can I get away with buying this to do a clean install on his machine?
Newegg.com - Microsoft Windows 7 Professional SP1 64-bit - Operating Systems
If I remember correctly OEM is just without the support from MS, but its a legit key that can be installed on a hand built machine correct?

Shouldn't be a problem with OEM uses. Its all I ever buy and use on custom rigs I build. Mine, and several for friends and family over the last couple years is all I've ever used for their PC's, OEM versions of Windows be it XP, or 7.
and yeah, I think it just lacks the M$ Tech support, as the person installing the OEM on the PC is supposed to provide tech support to customers/clients instead.i7 940//Corsair H60//EVGA X58 SLI LE//6GB Corsair Vengeance 1600MHz//2x EVGA GTX 560 Ti FPB SLI//NZXT Hale82 850W//CM 690 II Advanced//Win7 64//WD 74GB V-raptor, 750GB Black, 1.5TB Green

no problem. Yeah, and Home Premium is fine, unless there's some aspects of Professional you or he would need.
The only thing I think Pro/Business/Ultimate really have over Home is the ability to use the Windows XP Virtual Environment compatibility thing (besides some networking and remote admin/access tools etc).
Apparently Home And Starter (obviously the latter) are exempt from running that. other than XP compatibility mode via the properties to change the exe file for programs. (right click the EXE file and change it from 7 to Vista, XP, 98, etc).i7 940//Corsair H60//EVGA X58 SLI LE//6GB Corsair Vengeance 1600MHz//2x EVGA GTX 560 Ti FPB SLI//NZXT Hale82 850W//CM 690 II Advanced//Win7 64//WD 74GB V-raptor, 750GB Black, 1.5TB Green

why do you want to upgrade to windows 7,if you think your going to
gain any thing ,your fooling yourself.
unless as you know you need 64 bit to take advantage of more than 4 gigs
of ram why bother.
i use vista home 64 bit for quite a while and happy with it.
its up to you but your wasting your money to upgrade
btw i have a copy of 7 that been in my desk for over a year

Any of those "features" lacking in Home are EASILY replaced with free 3rd party apps...

Aside from similar interface and what not (7 is after all an evolutionary improvement on Vista), but 7 is noticeable smoother running and less of a resource hog than Vista was. Even I noticed this, despite my limited use with Vista prior to trying Win7.

It depends. If she is an employee then she is probably taking advice from an "appointed" lawyer who is protecting the IRS. It will soon be her own personal lawyer, since she is likely to be charged...
