    Exclamation Corrupt User Account ...

I'm hoping someone can help solve this, My computer is running Windows 7 and I'm using Office 2007 with oulook for my email. Up until this past weekend everything was fine. Today I try to access my email and see this:

Cannot open default email folders. File access is denied. You do not have the permission rquired to access the fileC:\users\my name\Appdata\local\microsoft\Outlook\Outlook.pst.

I also have an issue trying to open IE9 with this error:

A program on your computer has corrupted your default search provider setting for internet explorer Internet Explorer has reset this setting to your original search provider Bing ect..

    Thanks......

There is a procedure on the Windows support site to create a new user account and copy all of your files and settings over. Try that.

that is the worst fix, not the ultimate!! A reinstall should be a last ditch effort not something deemed as a fix.

Well, guess what ? After a clean reinstall of Windows7 Home Premium and Office 2007 it's back.... arrrgh! Not allowing me access to email or default browser. I can't even dload and and run malwarebytes. Can't uninstall Office (thinking this may be the culprit) I give up ? Any Suggestions ?
