What font is this?
Its got me really puzzled on how they work and are displayed.

This is what the text looks like in FF 8.0, I haven't used any other browser to view the text. Link to the post on Reddit that caused it: Bramsey89 comments on Could someone hit the key next to the 1? When you click the link, look at the SOURCE info of the post, you will see the characters are vertically oriented.
For example the first character is:

Ğ̟̟̰͚͙̯̫̙̱̠̙̝̱̰͔̯͛̋̍͗̍̄̔͑̄
Each character has a bunch of nonsense characters around it, and I really would like to know how this is done.

Its not a font persay its the way it gets displayed for whatever reason. Here is the actual code if it shows up right

using the correct font, it would change to the correct letters or symbols. For instance, if you type something in word and change the font to wing dings, it will change to the symbols associated with that character number in the font list. as your windows/linux/mac is not using that specific font it replaces it with what ever is in the associated character number/slot as the one entered thus appearing as junk.
as to what font that is from the source, your better off asking the site dev or web master.

Ahh yeah, thus the reason it shows up correct on my pc but not my phone. How the heck do they get the typeset to offset so that it shows stacked like that?

Yeah, that really is my question as well.
