programs wont run unless run as administrator

to start. i just built this computer and just opened and installed the windows 7. fresh copy. when i run it in safe mode it works fine. However in normal mode application wont start unless i can run them as admin. for instance i cant run windows 7 update, the cursor will show the loading sign then return to normal. it will do this when installing programs too, when i tried to install google chrome for instance. i can open ie explorer 64 bit with out running as admin, but not the normal one. when i go into control panel and try to turn off the firewall it freezes, and when i right click my computer and go to properties it wont open, i have to go through control panel and find the system settings link.

Have you tried disabling UAC? Not ideal but worth looking into.

Also run a bit of trial and error and make sure users which are administrators have full access to the localdisk and other hard drives/shares. (Although I must say I have never had this problem).

I know disabling UAC should work but it is there for a reason and does help plug holes. Below is a link to disable it and I have included another link below which might be useful to you.
