Well any Linux distro can do this. Whatever one linux can do, all the others can too!
If you are talking about login text-based you need to install an SSH server on your Linux box.
If you are talking about Graphical login, you need to install a VNC server.
If you specify which I would be glad to help you get it running

You can use SSH or plain old telnet. Both servers come with both of those distros. They will offer just a text prompt like you would get from any terminal.
If you want to do X forwarding so that they have a Graphical atmosphere then they'll just need to use X forwarding on SSH if they're on linux or soem proprietary software if they are in windows.
Each of there treats the user as an indivdual per username like you want.
VNC offers a "graphical login", but i nothing more than a remote control or administration tool. Individual users don't log onto it, so it wouldn't limit them per user, rather it would limit them to the user that is logged on when they connect to VNC.

you can use software like PuTTY on hte windows side to SSH into a linux box. SSH was installed by default on my box.
jkrohn you can setup different users by different sessions in vnc can't you?
I mean by typing <ip of box>:2 instead of 1 or 0 .. given the user sets up the server of course.
