Edit: reread, it IS home....so it sounds like just a console login allowed.

No I am not in safe mode.

By your question, should I assume that I should be?

On WinXP Pro u need to be in safemode to access the admin account. Home is similar not sure tho. Hold F8 at boot and choose safe mode & see if it is listed.

I have no problem getting into Admin in WinXP Pro by first logging off and them hitting ctrl alt double delete. But this doesn't work in WinXP Homel. I get the message "Unable to log on because of an access restriction"

In order to access the "true" administrator account, rather than an administrative user account, in Home Edition you have to boot into "Safe Mode" to do so.

This is not the case with Pro.

On a similar note: Security sites have been screaming for users to change the name of the admin account (and the quest account) as well as setting passwords for all accounts.

Something along the lines of "Doing half the hackers work for them"...
