no right click on start menu in Xp?

i just reinstalled winxp and I cannot right click on anything on the start menu. I looks like a menu pops up when I do but it appears and disappears so fast that i can't even see anything in the menu.

I reinstalled because of some Vm memery problems i was having,

I formated the hard drive and did a clean install.

Any suggestions as to why no right click?
I also tried playing with the menushowdelay with no luck thought that may have had something to do with it.

If i set it to classic menu there are no problems
I can just switch back and forth when i want to edit but it is the principle.

Check to make sure you have "Enable dragging and dropping" enabled on the Advanced tab under Customize in the Taskbar and Start Menu Properties.

ER... I cannot right-click either using Win Me. I checked what you said and it is enabled. I can right click on just about everything except in IE. Any clue?
