W2k Pro Security options
is there a way I can customize the restricted user profile option, so all standard users can't install any kind of program without administrative consent?

Create a GPO relating to those users. Within that GPO change the User Configuration|Admin templates|Control Panel|Add/Remove Programs|Disable Add/Remove Programs to Enabled.
I also change the User Configuration|Admin templates|System|Don't run specified Windows applications to include install.exe and setup.exe.
I think there was an additional setting but I can't remember where/what it was at the momment.

GPO??? You mean the Policy editor??

My guess would be that GPO=Group Policy Object
I think when NT was hot you would be able to put such a thing in the somewhere in the system32 folder for it to take effect but it's long since I've administered such a domain...
gpedit.msc will however do group policy editing.

Alright, I've never heard it called a GPO before. Makes sense though. I did it and all is well.
