Cannot drag and drop files

Got a windows98 comp on a domain that will no longer move files around by drop and drag. Copy and paste works fine. Can't seem to figure out why. Any clues?

Cant create shortcuts by dragging to desktop via right or left click,etc. Locally, or network.
