I'd advise that you format the drive and do a clean install, not install over 95.
If your BIOS supports it, you should be able to boot from the CD and do what you need to do from it.
Here's what I'd do . . .
- FORMAT drive
- MKDIR C:\WINDOWS\OPTIONS\CABS
- COPY *.CAB from \WIN98 on CD to C:\WINDOWS\OPTIONS\CABS
- Start SETUP from C:\WINDOWS\OPTIONS\CABS
