I kinda see it this way
once you install it on one hard drive, it is activated and is one system.

you take that hard drive out and install another drive, it would be another system and cannot leaglly install xp again.

weather you remove the drive with xp on it or not it is still a installed os

I would just ghost the other two drives. Same hardware, should be fine.

i dont think just having a different hard drive would cause the activation thing to block the install on more then one hard drive. it's just like installing a new hard drive in your computer and putting the xp you had on the old hard drive on the new one.

it will install just fine on all drives, but will still need to be activated. (there are 2 files in the System32 folder that verify the activation for that particular machine). These files will work as an activation, if used on the same machine originally activated. They are the wpa.dbl and wpa.bak files. I back these 2 files to a floppy and use these when switching drives on the same machine.

Prison Kids, Use your other suggestion and avoid the hassle of copying those files:

Simply install and activate one drive. Then clone it using Ghost (or copy all files using xcopy, or backup/restore) to the other drives. The new install will be activated already.
