Have you tried installing WinXP on every hard drive?
Have you tried installing WinXP to a hard drive attached to a standard IDE port, not the RAID ports, then moving the drive to the RAID port? (changing your bootup sequence in your BIOS, of course)
No hardware added since original install?

i switched hard drives and i'm now putting windows off the primary instead of the raid controller

do you have any pci cards installed? I had a similair problem and it ended up being a modem card, and one before that it was the nic card. Apparently windows will stall or create errors if it cant find a driver to match those cards when reinstalling. I gave it my bes shot. Hope it helps!
