Making an EXE file

I have several folders of pics and a freeware rotation program that I would like to turn into an EXE file,that will install into the proper directories so my not so computer literate family can install them as wallpaper.
Otherwise I'm on the phone telling them how to make it work.Are there any good programs for a non-coder like me that will acomplish this?

if the rotation program is just files and does not need to write to the registry, the simplest way to distribute it would be to create a self-unpacking ZIP exe which has predefined folders in it.

winzip or any other similar archiving program can do it.
