Another law that'll never be enforced. Both CT and Chicago require hands-free cell phones while driving, yet you see just as many people using regular cell phones while driving as before. In Chicago you even see police using them while driving.

It's a matter of perverse incentives. You're a legislator, so naturally you want to pass laws.
John Kerry took a lot of flak because there were hardly any bills with his name on them.
