It sure was important that it didn't pass 13 to 10. What would people think.
I understand the vote will be put off until after the governor's races in November, waiting for a guide as to the mood of the electorate.

I saw an interview with Orin Hatch who complained that the Republicans weren't consulted. Conversely, I seem to remember everyone trying to get the Republicans on-board but their alternative was to delay all decisions until the sun went nova.

it was a bipartisan decision. Both sides had their say and voted.
What it wasn't was tripartisan, but that's because Americans love to reduce everything to A vs. B.
