This is huge, and this will probably pass. The public employee unions are going to freak out. Once the legislature goes part time, they will have to work the other part. This will attract a different type of candidate.
The only question is how much will the public employee unions pay to keep their clients in office? And do they have enough money?

[hide]A California Part-Time Legislature Initiative may appear on the 2010 state ballot as an initiated constitutional amendment.
Gabriella Holt is the measure's official proponent. The group "Citizens for California Reform" supports the measure.
The proposed initiative has these provisions:- The total amount of time the California State Legislature is in session each year would be reduced to no more than ninety-five days.
- The legislature would convene in early January for up to thirty days and again in early May for up to sixty days.
- The legislature would be allowed to reconvene for up to five additional days to reconsider bills vetoed by Governor.
The California legislature has been full-time since 1966. Fiscal impact

The California Legislative Analyst's Office estimates the fiscal impact on state and local government as:
"Potential annual state savings of tens of millions of dollars. Actual savings would depend on future actions of the California Citizens Compensation Commission, the Legislature, and the Governor." Opposition
John Laird, a former member of the California State Assembly from Santa Cruz, opposes the measure. Along with two other retired state representatives, he has formed a political action committee called Californians for an Effective Legislature to organize against the part-time legislature idea.
According to Laird, ""This isn't a good reform. We are now the seventh largest economy in the world and we have a budget that, with all funds, is $130 billion. That's not a time to be part-time."[1] See also External links | Ok, it's there on the preview post... |

IDK, is this also going to limit terms in addition to making them part time?
Geeze that's lame, it's not like they are free to work another job unless they go work part time retail somewhere, what will that accomplish? |

What the hope is, that non-career politicians will step up. California, as you know is a mess and it is a mess due to the public employee unions basically picking the candidates, then burying the opposition with money. As a union leader told a friend of mine who was considering a run for State Assembly: We only need three people to vote - and we only need two of those votes. (he lost in the primary, due to lack of money).
A part time legislature would (theoretically, anyway) bring people from "the public" rather than the "professional politician" group.
The only reason California usually has Republican governors, is it's an honest race. It's state wide, and gerrymandering has no effect, and the public unions aren't picking the Republican candidate.
I can't wait to sign it!
BTW, we do have term limits. That helps a little. |

Michigan did the same thing with term limits. What resulted was nobody was there long enough to understand process or become expert on anything. Nothing ever gets done because everyone comes with their own agenda and compromise takes time. They are pretty screwed in the state, worse than they were with the lifers in charge. The idea of making it a part time position seems to me a bit ridiculous. Look at the impact of the laws and the legislative decisions.... you want someone only thinking about that stuff part time, or as a "side job"? How does that concept not trivialize the legislature? |
