This writing from the Clinton era makes this appear to be nothing new: UN TROOPS AND WAR MATERIEL IN AMERICA

Last time I checked, our soldiers are in literally hundreds of countries for the purpose of war exercises, cross-training, diplomacy, peace-keeping, etc. My dad did a month long stint in Egypt doing cross-training with their military to ensure they were more capable.
So what's wrong with some Russian troops in America?
Also: rational, informed, civil discussion is extremely difficult given the source material, which is something I don't think Jon will every figure out.

Yeah... Last time I checked the USA wasn't in danger of being invaded by Russia (or the UN for that matter).

What scaremongering is the article trying to do? So Russian troops are in the US. They were brought by US troops, so it's not like they're secretly there to attack from the inside.
