If we find them to be "currency manipulators" we don't need to go case by case which takes a long time to get anything accomplished."Anyone whose business model is built on dumped and subsidized Chinese imports has a problem, because dumping is a violation of U.S. trade law and [World Trade Organization] rules," SolarWorld attorney Timothy Brightbill said in an interview.
Chinese solar-panel makers have gained market share quickly.
Chinese firms supplied 46% of global shipments of solar cells and panels in 2011, or more than 10,800 megawatts, while U.S. suppliers shipped about 3%, or about 780 megawatts, according to research by Paula Mints, an analyst at Navigant Consulting.
The same year, U.S. developers installed 1,855 megawatts of solar panels, more than double the amount installed the previous year, according to a March report by GTM Research and the Solar Energy Industries Association.
