    While it isnt the same thing because flashing lights to warn other motorists is NOT a sign, I think that it falls under "free speech", and is protected.

    Depending on which way the officer approached her from the vehicle, the dash cam would reveal the truth.
    If she wants to fight it in court, there's her way out (assuming she's innocent).

    Logically, I don't see any difference between a person holding a sign and one of those radar signs that the DoT often puts up. Sounds like the cops were just pissed that she was interfering with their quota work.

    Round these parts, the cops have done away with quotas. They can ticket as many people as they want
