Arrow "unlawful use of unidentified sound"??

A felony count for "unlawful use of unidentified sound"? Really?

Bond for Joseph Palmisano, of the 300 block of Oakmont Drive, was set at $25,000 Friday in Rolling Meadows branch court on a felony charge of “unlawful use of unidentified sound,” said Tandra Simonton of the Cook County State's Attorney's office.

Simonton said the Department of Homeland Security began an investigation of Palmisano in October, when agents allegedly noticed numerous packages sent to him from Hong Kong. She said the DVDs apparently are pirated copies of movies.
Listen, I know its popular to sling everything at the wall and see what sticks, but "unidentified sound" WTH does that mean?

    EDIT:
    Sorry guys, the story here:

A good question would be "Since when is DHS involved in copyright infringement enforcement"?
Obama doesn't need an "enemies list"... He sees half the country as his enemy.

Even though the sound originated in Hong Kong, when it crossed the border ILLEGALLY , this sound fell under the jurisdiction of the DHS.

ICE commonly busts organized piracy rings, especially if they have physical copies of protected material.

Here's the law. Illinois General Assembly - Illinois Compiled Statutes

    (b) A person commits unlawful use of unidentified sound or audio visual recordings when he or she knowingly, recklessly, or negligently for profit manufacturers, sells, distributes, vends, circulates, performs, leases, possesses, or otherwise deals in and with unidentified sound or audio visual recordings or causes the manufacture, sale, distribution, vending, circulation, performance, lease, or other dealing in and with unidentified sound or audio visual recordings.
I have to admit. It's a stupid term to just say pirating.
