ahhh, nooo, shouldn't need to Run as Admin if Logged in As Admin... 
as can be seen here.
even with that said, I uninstalled the program, deleted its folder, Reinstalled (ran the installer by right clicking and Run As Admin, to cover that possibility)
then copied over the new executable, made a short cut, added the -smp flag on the end of the target (after the last quotation, before any suggests that, I have experience with using flags in programs before, so I know that much), double clicked the icon, started up, same error, tried again Run As Admin, same thing, no matter what I get the error.

It doesn't matter whether you have admin rights or not (at least in Fista) as it seems/seemed to only install F@H if the CLI (what I use/d to install it) was started with the 'Run as Administrator' option in the context (right-click) menu...

that might of changed with windows 7 though. either way it doesn't work in 7, so something else is causing it not to connect or run right. |

It doesn't matter if your under the admin account, I am also, and I still had to right click and "run as admin" the first time to get it to work. (yes I'm in 7)
It still looks like your missing the "install.bat" step from what you described ahead..
I put together a guide today on how I setup/run SMP. It works for me, has worked for numerous other peeps on the team I've helped with.  |

Looks great! It also reminded me to up the Screen resolution when the first image blew out the page @1024x768. not in an extreme way though. I only mentioned it because there are still some people that run at lower resolutions for whatever reason. (You should see the screen of a lady at work who is pretty much blind,( Text this size is to small. Very intelligent.) Just can't see very well.

I'm not sure how to make them smaller, but yet still readable. I have my FF window taking up maybe half my screen, and it doesn't make it look any larger.  |

Which version are you trying to run, I've only been using the 'stealth' client myself (in the last 12 months or so) and is it managing to be installed as a service - or are you even trying to have it run as a service...?
What's the UAC setting set to...? It could be that the UAC thing is blocking the connection, if it is able to install and/or run as a service...... |
