Is the PSU I received dead?

I just built my first computer 2 months ago and it's been running excellent. I want to get a nice video card for better graphics in WOW and Aion but I need a higher wattage power supply.
I ordered a higher wattage (650w) PSU on the internet and received it today. I currently have a 450w. I installed it and my system will not turn on at all. The green motherboard light comes on, but when I press the power button it flashes and the fans spin once then stop. Nothing happens after that.
I tried turning it on with the screwdriver test and it did the same thing. I also tried taking the battery out to reset the BIOS for 5 minutes then putting it back in. No luck there either.
I then decided to put my old PSU in and the system starts up with no issues at all. Is the power supply I received bad or is there another issue?
Thanks for your help :)

I have a reletively modern PC (2 /3 years old - nothing special) running XP Pro MCE SP3 - works OK

As a long time PC user (1990) I have hundreds of floppies, so when a friend of a friend asked me to destroty some HD (charity > secure info > you know the scenario) I was happy to do it. Like a normal guy I removed the CD/DVD drives RAM (all 64 / 128 / 256 max (yes old machines) stuff.

But I thought how good it would be to install a floppy on my new-ish PC - took the side off, fiddled about with the cable but couldn't get it to go in - closer look - the blank on the cable end doesn't match up with the blank on the mobo end.n How can I explain this - the holes dont match up - not upside down or otherwise. The size of each male / female connector is perfect - the blank is just a pin out to the left - or right but that depends which way you look at it.

More info :
My PC (where I want to add a floppy) is a 2007 Pacard Bell (no floppy - but an empty bay and connector half way down the ribbon cable of one of the power leads... is this meant to go to a floppy? I did on my last PC.

Thanks for any suggestions

So a friend of mine created thousands of filenames nested in deep subfolder paths, where the full file path ended up being more than 255 chars long. I've tried copying the files using the built-in copier as well as teracopy.. Windows fails on the first file that hits 255 chars saying the path/name is too long, and teracopy just skips them.

Is there a way around this? Doesn't NTFS support file paths longer than 255? Manually locating and renaming these files isn't an option.
