Additional details can be found on Ars Technica.
I know i am VERY interested in learning more about silverlight for just this reason. What better reason to learn something new and make a game then for the chance to win 5 grand?!

Huh... & I thought Silverlight was just some dumb new add on for Web browsers from Microsoft for viewing photo's & images online or something... or at least thats the way it seems to be marketed, or from what I've seen.
didn't realize it was some new programmable plugin that allowed someone to do A LOT more than just the junk you get nagged about if you haven't installed it yet and visiting different websites when using IE... one day a couple months ago I finally caved & installed it just to stop the damned nagging when viewing some photo's in IE...
looked it up on Wikipedia to see what the hell it really is.i7 940//Corsair H60//EVGA X58 SLI LE//6GB Corsair Vengeance 1600MHz//2x EVGA GTX 560 Ti FPB SLI//NZXT Hale82 850W//CM 690 II Advanced//Win7 64//WD 74GB V-raptor, 750GB Black, 1.5TB Green

I wasnt sure myself and then i found a few articles that presented it as a competitor to Flash. Didn't make as big of a splash as they thought i am sure which is why they are pushing this. What better way to make your product huge then target the largest audience of flash users, the gamers.

Yeah it was basically MS trying to pull people away from flash and use their new program. Pretty much just another POS plug-in to install.
Interesting contest though
edit: I thought it was voting only, guess they will narrow the selections down then you vote
