No the 7300 will not run your game at any playable level (if it will even run). The 4650 will make the game playable. You will have to make sure you have a spare PCI-E x16 slot and your power supply can handle the extra load. (will need make, model, watts and +12v Amps).

Hi RaX, I'm guessing you have a pre-built PC. What is the make and model of your computer?

Well the fastest GPU you can get for PCI is a 9500, so if it is a PCI slot your friend has, it is not a 9800.

Well, time to face the music, there are no really good cards for a pci slot. The pci slot is almost outdated technology. It was replaced by pci-e because pci-e is a more capable type of interface. If you want to run the newer games, you may have to upgrade the whole thing.

Time to face the facts, computers get out of date. Upgrade it.

I wanna know the PC's make & model because it probably has a PCI Express X16 slot (Pentium D is LGA775 - not usually paired with AGP). If that's the case, RaX has a bunch of options. I know there's an AGP X8 version & PCI-E X16 version, but I haven't been able to find a PCI version of the 7300 LE.

Motherboard info, which you left out, is the most important part of the spec. I can find that out if you post the PC's model number - such as Compaq Presario C762NR. Either that, or post the model number for the motherboard. Asus Rampage Formula is my motherboard, for example.
