Theres this place I go to with 1.4Ghz Athlon..256MB RAM, GF2 vid card...Cheap, gets job done.
For games...the people play mostly CS, Starcraft, Diablo 2, WarCraft 3 and GunBound.
The place also has battlefield, ut2003, and a WHOLE BUNCH of others, but barely anybody(read: ZERO) plays them. They are just collecting dust sitting on the shelves. You might want to have a few copies to keep customers pleased..but dont go and buy 50 of them. (Might be different in your area...I don't want to ruin your business or anything.)

P4 3Ghz
512MB DDR - 1GB
128MB Video Card... most I have seen use ATI as they can get free copies of HL2 with it or could long ago.
H.D.D. was what they needed. 120GB I think. They ordered Identical parts as often as possible for bulk discounts and such.
19 Inch Screens

I went to Newegg and put together a possible setup.

Motherboard:
ABIT "NF7" nForce2 Chipset. (its cheaper than the NF7-S, and since its a business, I take it you wont overclock.) $66.00
http://www.newegg.com/app/viewProduc...factory=BROWSE

CPU:
AMD Athlon XP 2500+ Retail. $80.00
http://www.newegg.com/app/viewProduc...factory=BROWSE

Video card:
SAPPHIRE ATI RADEON 9600XT Video Card, 128MB DDR. (I chose this because it wont be a problem with any current games, and it will be usable in future games.) $148.00
http://www.newegg.com/app/viewProduc...factory=BROWSE

RAM:
Kingston 184 Pin 512MB DDR PC-3200. $81.00
http://www.newegg.com/app/viewProduc...factory=BROWSE

Hard Drive:
Western Digital Special Edition 80GB 7200RPM 8MB Cache. $67.00
http://www.newegg.com/app/viewProduc...factory=BROWSE

Case:
CODEGEN Gray/Silver ATX Mid-Tower Case w/350W PSU. (I chose a cheap case that was semi-stylish.) $29.99 + $12.00 shipping
http://www.newegg.com/app/viewProduc...factory=BROWSE

OS:
Microsoft Windows XP Professional with Service Pack SP1a. (If you do want to save money, there is the Home edition which is $87.00, but for gaming, I recomend Pro.) $141.00
http://www.newegg.com/app/viewProduc...factory=BROWSE

The Total comes to: $612.99.
Then you would need to purchase the monitor, keyboard, mouse etc. Also any other software/games.
GL with your business.

Shooter I made a config similar than yours, but instead of ABIT, I used a Biostar MN7CD, built a computer for a friend with that and its a very good motherboard if overclocking isnt going to be used.

Since these computers will be playing Half-Life, an ATI card is not the answer. I have a 9600XT and it really struggles when playing Half-Life. ATI has a known problem with low frame rates in Half-Life.

Crazy thought here, but how about charging based on the computer's 3DMark2001 score? Just a thought.

I have to mantain machine time price down, not a bad idea at all, but I cant charge more right now the others.
Money comes from the beverages, chips, etc, etc.

I have Halflife with an ATI card.... works since a year ago with out problems, altought its a 9500 It could be a different history, and its very possible instead of 9600 I get the 9800...

Some places around here go really high on the CPU, but crap out with the video card.

Example, most places have this configuration:

2-3ghz P4
40-80gb hard drive
512mb DDR ram
Geforce4

And many of these places play DX9 games on them (Battlefield VIetnam, Far Cry, Painkiller, etc..) and they have to turn the graphics down to get decent FPS, which makes the games look like crap.

THere is one Cafe here where they have pretty good systems:

AMD XP2500 (10 computers)
AMD 64 3000(10 Computers)
1gb ram
80gb SATA drives
Nforce2 for 2500+
KT8000 For AMD64
And they have a mix of 5900XT (They OC them to U levels) and ATI 9800 Pros

They also have 4 xboxs hooked up to 4 36" TVs

And about 5 internet surfing computers (Them slim dell PCs running on Celerons)

Its a pretty nice place, but its expensive, about $50 for a computer.

I preferr BYOC lan parties.
