TrueCrime Multiplayer Question

Hello,

I got True Crime several months ago and have noticed that on GameSpy, there is hardly anyone that plays it. It always has the same three people listed, but they are nowhere to be found. Is this game that unpopular in on-line multi-player mode or am I not going to where the action is. GameSpy is where the game defaults to play. Thanks for any info regarding this. I just found it odd that there is hardly anyone playing this game.
