The new Militia - stuttering and low FPS the norm?

So I was really happy with how the new CS_Militia looks, but is it just my system or is it normal for it to have lockup issues for a few (10, maybe) seconds and a generally low framerate? I have 1GB RAM, an overclocked Venice, and a 128MB 6600GT with everything maxed @ 1280x1024, HDR switched on, runs....not that great.

Is that normal? My happiness is directly related to how my computer runs so I'm feeling a little down at the moment.

The new maps including the HDR are the things taking down the fps.
