The CPU is more than enough for the game, the CPU's onboard Graphics are crap to run the game, you'll need a dedicated Video card to run it good.

How much RAM are you running?

Depends on what i5 you have. The i5s with the Intel 3000 graphics can play oblivion on medium to low settings at a low resolution and get decent frame rates, but the Intel 2000 graphics will not produce smooth enough frame rates to make the game playable even on the lowest settings.

I think this sums up what you just said rather eloquently...

What everyone above said. Your processors good. However your graphics are not, my best recommendation is to get the mod oldblivion, just google it

though it will help run the game, the onboard intel graphics are still lower than what this mod was supposed to do for low end graphics cards of the time.

    Oldblivion

But there's the link, and its worth a try to see if it helps at all.
