Active Directory Question

ok i'm rather new to fooling around with windows server.
i have windows 2003 server. we have a domain controller in another building that we have been using and recently set up a new one in the building i'm in as a back up. only problem is the new server isn't updating the active directory listing. since then i have created a new user on the primary windows server and if i have the one on over here this person cannot log on as they aren't in the listing over here yet if i turn it off they are able to log on.
so my question is this, how do i update the new active directory list so it matches the main one.

thanks that helped me figure out the problem. we had actually rebuilt this backup domain controller a few times, the raid drives kept crashing on us and we finally got a new server. i guess when my boss kept making the new ones he didn't remove them from the network and when i created the new domain controller it was actually trying to replicate from one of the previous ones that don't exist. so i just had to change where it replicated to and now its all set.
