There really is no other reason to completely chew up and spit out a drive. And even at that, no software program can destroy data on a drive to the point where it can't be read on a physical layer. If someone really wants his infomration, they can get it.

If you have anything that you do not want other people to see, then use killdisk, otherwise, just use the windows disk to reformat.

I use the NukeBoot disk bundled with http://www.heidi.ie/eraser/ .
It uses Department of Defense standards to repeatedly write over a disk and it satisfies a bank's(which I do repair work for) security standards for all but their servers(they have to destroy those HD's). It's as easy as can be with a nice graphical program that boots from floppy.
