format and fresh install ,, but were's my mouse

ok ,, so i sent my p.o.s. comp out to be formatted since the spyware was startin to charge me rent ,, i spoke to buddy last night ,, he said all went well and he was surfin on it ,, so today when i got it home ,, i pluged my key board and mouse in ,, xp loaded ,, said it "found new hardware" ,, showed keyboard ,, then showed mouse ,, but ,,, a new hardware window came up and i have no control of either the keyboard or mouse ,,,,,, help ???

i just went into my bios ,, and i am not sure where to find my plug and play settings

i am looking at the power section of my bios ,, and i am thinking that ,,,, pci devices power on ,, disabled ,, then right below ,,, ps/2 keyboard power on ,, that is also disabled ,, is this my issue ?

k ,, i just got a hold of the guy that formatted my comp ,, he said he used a serial mouse and keyboard ,, so i went and found my usb<> serial conector tried my mouse and it still dosent work ,, but really i am still baffled by the fact that my keyboard works in my bios ,, but won't do anything for me in windows ,,,

serial as in the only other way to connect a mouse other then usb ,, srry i am not to smart on updated terms
