Utilizing CPU Power

Utilizing CPU Power

I have always wondered this...

Why is it whenever I am running a CPU intensive program it never utilizes the full potential of my CPU?

For instance...currently I am encoding video for my ipod using Videora...I am running two 2.8GHz Xeon processors (Nocona) and it is only utilizing 28% of my CPU power...

This isn't just with the program...this happens to me with many programs...is it the way they're scripted? I'm no saying it should use all 100%, but a good 50 to 75 wouldn't bother me a bit...

Just a simple question...I have always wondered why this is...

Maybe it just doesn't need to utilize all that power? Or maybe there is another bottleneck? For example, when encoding files stored on the drive, if you have a slow drive it will not be able to feed the processor(s) with enough data to fully utilize them. Chances are that the ipod simply cannot provide the data stream necessary to bring the CPU usage up.
