    Webcams is cheap nowadays

Philips should be an okay product. Yeah, I would advice you to check the focus. Else, if you have another computer, try have it plug on a different computer. See which causes the problem.

    Phillips suggests:
Q: I'm getting an unsharp picture, how can I make it sharp?
A: Turn the lens ring until you get a sharp picture.

Just like what has been mentioned or try going into the properties of the webcam in the software your using to view it and try adjusting some of the settings for better quality too. If that doesn't work, you can find updated firmware/drivers for the web cam on their site.
    http://www.consumer.philips.com/webcams/
Just go there and locate your camera, then on it's product page you will find it under product support.
