Saving Power
I have a computer on the network which I just use as a printer and file server for now. Is there any way I can lower the use of its power, but still be able to use it to share my files and printer on the network?
I dont actually use the computer, so there isnt any need for it to constantly be on.

If the computer goes to sleep you wont be able to communicate with it at all.
As long as the monitor is off there really isn't else much you can do

How about restricting the CPU usuage using some sort of software, won't this have an affect on the power intake?

Unless your running some sort of distributed computing project or anything else that keeps the processor at 100% usage then the CPU is already at idle most of the time and not using much power. If it's an Athlon64 or Core 2 Duo system you can enable (if it isn't already) Cool n Quet or Intel Speed Step technology which will actually slow the processors speed and voltage down when it isn't being used.
