New cheap build
I'm possibly building a cheap computer for someone, and this is what I've found so far:
Newegg.com - Free CPU with combo
Take the first deal, is the Power Supply included ok?
Motherboard will have integrated graphics, which will be sufficient. I was wondering if this is a good option-
Newegg.com - BIOSTAR TForce TF720 A2+ AM2+/AM2 NVIDIA nForce 720a ATX AMD Motherboard - AMD Motherboards
So far, I have the CPU, case, Power supply, and hopefully the motherboard.
If you have any suggestions, feel free to input.
The users of the PC don't game, it's used for internet, primarily.

The PSU that comes in that case is a good one. Antec Earthwatts are nice PSU's. 80+ certified, and a combined 34amps across the dual 12v+ rails.
Biostar boards are good budget boards. I'd say as long as you stick with the T-Force series, you should be ok.
I myself used this board for a budget build for my sister, and it worked great.

Ive got 24 Gb on mine (and use pretty much all of it), but I do a lot of stuff with Virtualization with Vmware Workstation, so as others have stated it all depends on what you are doing with your pc.
16 gb of ram, What a waste of money
