Many but not all cameras con do this...Posting the model number might also help.

Yes its possible "IF" the camera has the capibility built into it and a cable to connect it to the pc.
Web cams can be purchased for 10 to 15 bucks...
I have never come across a mobile phone that can also operate as a laptop or computer webcam. there might have been one, but that was some sort of smart phone and the quality was incredibly bad.
