I'll take both of these suggestions into consideration.

The pre-built quad core looks nice, but for a little bit more money I can buy better parts separately and build it myself.

Decisions, decisions.

Like I said above, it's really best to just start with build you own.
You won't have to deal with upgrading hardware just to upgrade other hardware down the road. lol
(did that make sense?)
Any who, the system I built above will be faster then any prebuilt you get in your price range. Plus, it comes with the new Call of Duty game.
One thing I did forget is a operating system though, so make sure you factor that in.

Yeah, I'm definitely thinking I'm going to go with that.

The parts are a quick buy, since they all come from the same site, and it should be an easy build for my brother.

I should mention you don't have to go with those cases I linked to. They just had free shipping, which usually saves ~$40. But there are plenty of other cases out there you can choose from. Mostly, cases are really a personal preference. As long as it supports ATX Motherboards, your fine.
