autorun.inf file not working on burned cd

I'm trying to burn a data cd and have it autorun. I have an autorun.inf file that calls the shellout.exe file. The original CD autoruns but the burned copies don't. what's the problem?

Post the entire contents of the ini file...

Have to ask-> Is the shellout.exe file on the cd in the location specified?

the autorun.inf:

[AUTORUN]
OPEN=Shellout.exe StartingPage.htm
ICON=logo.ico

the .exe file is there, the .htm file is there, the logo.ico is there.

There is no .ini file. Here's the weird thing, a person in my office tried burning a cd using Roxio (sp) and it worked. Why wouldn't it work for me?
thanks for helping,
Lisa

There is no .ini file

That would be a big problem

Might need to disable "hide system files" in Control Panel->Folder Options.
