Get an SATA dvd burner, not an IDE.

Why would you even consider XP? Firstly, you listed the upgrade, which isn't going to do you any good unless you own an OS you can upgrade to XP from. Secondly, you won't be able to use all your ram with a 32bit OS. I would guess that you would be limited to less than 3GB.

Get Vista Home Premium x64.
NCIX.com - Buy Microsoft Windows Vista Home Premium Edition 64BIT DVD OEM - 66I-00788 In Canada.

I agree with the above.
But mainly want to point out that I would in fact pick a different Mobo.
I know it's a Intel board, but there are better options out IMO.

Newegg.ca - ASUS P5Q SE PLUS LGA 775 Intel P45 ATX Intel Motherboard - Intel Motherboards
or
Newegg.ca - GIGABYTE GA-EP45-UD3L LGA 775 Intel P45 ATX Intel Motherboard - Intel Motherboards
are the first one's that stick out for me.
Those have a newer Intel chipset, and have most all the options the Intel board does.
Better overclock ability also if that's your thing.
But newegg.ca is the place to get your parts. or NCIX is another good one.
