Is the PSU I received dead?

I just built my first computer 2 months ago and it's been running excellent. I want to get a nice video card for better graphics in WOW and Aion but I need a higher wattage power supply.
I ordered a higher wattage (650w) PSU on the internet and received it today. I currently have a 450w. I installed it and my system will not turn on at all. The green motherboard light comes on, but when I press the power button it flashes and the fans spin once then stop. Nothing happens after that.
I tried turning it on with the screwdriver test and it did the same thing. I also tried taking the battery out to reset the BIOS for 5 minutes then putting it back in. No luck there either.
I then decided to put my old PSU in and the system starts up with no issues at all. Is the power supply I received bad or is there another issue?

Is the new PSU shorting on something?

What is the make and models of both PSU's?



Also just to add when looking for a PSU to power a video card it is the Amps on the +12v rail that you need to pay attention to.

I'm not sure what is going on.
The PSU that came with the case is an ATX 450w. ---> Power Up Black ATX Mid-Tower Case with 450-Watt Power Supply at TigerDirect.com

The PSU I purchased is a Logisys 650w. ----> Logisys Computer Inc.

I want to try the video you posted, but I don't have a paper clip! LOL

Regardless of whether or not that 650W unit is dead.... get a refund and pick up a quality unit like OCZ, Corsair, Antec, Seasonic etc....

What gpu are you planning on buying?

Well I don't want to spend more that $150. I was looking at the 9800 GTX (doesn't matter the what the maker is EVGA, PNY, etc.) DO you have any suggestions?

I did the paper clip test in the video and the fan i connected to it runs fine. So the PSU is putting out power. What is going on?!

Other than a grounding issue I can't see what it could be, you best return it and buy a good quality unit... Like the one I suggested.
