Dual boot and monitor problems

Help!!! Dual booting 98se and Xp everything works fine but eveytime I switch os I have to adjust the horizontal on the monitor the start button is not visable till I adjust it. It does this on my monitor and the monitor of the friend that I built the box for

please tell us the model # of the monitor you are using. and also the refresh rate & resolution you are having the problem with.

The same problem occurs on any monitor that I put it on. Ive tried three a Dell monitor a viewsonic and an apple.
